Project Background

In 2023, CIRTPA received an Action Plan Grant to develop a Comprehensive Safety Action Plan (CSAP) that meets the eligibility requirements of an Action Plan set forth in the Safe Streets and Roads for All (SS4A) Grant program. The resulting Action Plan will need to meet the specified program criteria required to pursue an SS4A Implementation Grant.

What is a Comprehensive Safety Action Plan?

A Comprehensive Safety Action Plan (CSAP) provides a detailed safety analysis of a project area with a focus on reducing and eliminating fatal and serious injury crashes. The analysis will use roadway characteristics to identify safety problems across the project area to support strategy and project identification to target safety risks. Additionally, the SS4A program has outlined eight components of a CSAP: [1]

  6. Policy and process changes
  7. Strategy and project selections
  8. Progress and transparency

What streets are included in the CSAP?

All streets and roads (except for Interstate Highways) located in a municipality within the CIRTPA planning area are included in the CSAP. The CIRTPA CSAP will cover 74 municipalities in an eight-county area of Central Iowa.

Communities included in the Des Moines Area Metropolitan Planning Organization (DMAMPO) or the Ames Area MPO (AAMPO) planning areas are not included in the CIRTPA study. Additionally, county roadways are not included in the CIRTPA CSAP. The DMAMPO, AAMPO, and counties are all conducting their own CSAP studies.

Project Schedule:

The CIRTPA CSAP got kicked off in November 2023. The project is anticipated to take 15 months to complete.

Public Open Houses:

Public open houses are anticipated to be held during the June and July 2024. Public open houses will be held in each of the CIRTPA member communities. There will also be two regionally located open houses.
